could it be misquitoes? we have them bad here this yeat. ahia has an allergic reaction to them. the itching drove me bonkers. i was begining to think she had this bad skin problem. I started using the pet silk tea tree shampoo and conditioner. the itching is all gone. it helps repel the misquitoes and it also soothes the skin.
I take it you have ruled out fleas?
