Hi, I'm not an expert on pad training.

But I do use holders to hold the pads.
You can check Petsmart's website; they have 2 kinds.

If your puppy's not too big (not too powerful), you can use the first one to hold the 4 corners of the pad.
I use that cuz it's easier to move around when you need to.
