Aww... my dad is the same way.... that's so sweet that he wants so badly to make things better - dad's always want to 'fix' everything don't they.
I'm so sorry for your mom's loss - making that decision is such a horrible feeling, even when you know it's the best thing. You're right though - she needs some time to grieve before bringing home a new puppy to make new memories with.
