Not to sound harsh... But what you saw is not against the law here.. It really doesn't matter that you saw dogs in cages from the Interstate

Actually I don't think it is against the law anywhere to have dogs in cages.
Also ... a dog in a cage does not mean puppymill. What a puppymill is , is a place that raises lots of dogs for cash...AND DOESN"T TAKE CARE OF THEM WELL. This is everything from food to medical care to living conditions. TRUST ME when you see a REAL puppy mill you will darn well KNOW IT. It is overwhelming.
