The first thing I would suggest is using a good shampoo specifically designed for your furbabie's coat - not human shampoo.
Sissy has very silky hair on her head - different from the rest of her body. I use Buddy Wash and Buddy Rinse (lavendar and mint - dog formula). I love the smell of the product. I use the shampoo on her whole body - but I use the rinse (conditioner) on her body only - not her head. If I use it on her head, she looks really greasy. Try making that change and see if it helps.
