If he is finally sucking better, have you tried to get him to nurse from him mother? It really would be best for him to have her milk and the interaction with her and his littermate.
I wonder if when he was ready to eat you sat with him and the mother if he would be able to nurse from her.
Sounds like you have done a wonderful job of nursing him along. Sometimes they just need a jumpstart. Are you positive he has a cleft palate or was he just premature?
As for the name, Scooter, I love it. We had a wonderful blond cocker for 16 years that we named Scooter because when we brought him home he just scooted all over!!! Love the name!
