Ok I am pretty sure he has a cleft pallet. The roof of his mouth doesn't look like it is closed like his brothers. I have never dealt with a cleft pallet before. Could this be why his mom tried to kill him?
Poor little guy..
Softly pinch the back of his neck if it stays up ..or if it is slow to return to normal then he is dehydrated...Good luck
Also sound like it's time for a NEW VET..
