I believe what you're referring to is called luxating patellas. They are graded on a scale of 1-4. Your Vet should be able to tell you the grade. That will define whether surgery is or isn't needed.

My maltese just completed the recovery period from his 2nd knee. The first one was done in April and the second in June.

I, too, am in New Jersey. If you would like to PM me I can tell you what Vet I use and what Orthopaedic Surgeon I was referred to. Hopefully, we are in the same area......
