I am weary of getting a puppy over the Internet, especially if they are from Oklahoma, Pennsylvania AND ESPECIALLY Missouri. If you're purchasing from the Internet I'd be especially attentive to breeders who are from those states. Of course, a mill or bad breeder can be found anywhere -- those are just the most common places.
