Cole,

Although alot of our dogs are "lickers", yours sounds like he may be a bit obsessive about it.

If it really is driving you nuts, here's a couple of thoughts. First, and foremost, make sure that you aren't inadvertently reinforcing the behavior. We all think it is cute and sweet when they want to give us kisses. But, if you are wanting to curb the behavior, you can't occasionally think it's sweet. You can't make cooing, "aw, sweet puppy" sounds when he does it. Instead, ignore him and get up and walk away. Don't give him attention for an undesirable behavior.

My second thought is an extension of the first. Reward the behavior that you do want. For those brief times when he's not licking anyone, praise and reward that. Oh, what a good dog. Here's your treat.

If you and your boyfriend are consistent, I think you'll see a reduction in this behavior.
