Did you overreact? A big NO!!
The sac was out for close to 2 hrs...from time of appearing and getting to the vet..she had two shots and NO strong labor..if she has NO strong labor after oxyie shots, the chances of her free whelping are slim to none. Removing the pups by a section was the only way IMO to achieve a live birth...

You can not do much with no contractions, you can not control the amount and strength of the contractions,it is out of the breeders hands, if the oxyie does not work, you are dead in the water....I would have done exact as you did..best wishes

PS..I have had a number of girls need sections and then have a normal delivery. Charlotte is a perfect example..she had very mild contractions the first whelping, nothing increased them..so she was sectioned..later went on to free whelp 3 times.
Many sections are needed in the case of an oversized pup, dozens of reason that may never occur again...then you get one who will need a second section and in that case I spay after teh second time.
