Hmm I think it would fit for sure in the chest area, If anything it might be a little long on her. The whole dress is about 8 inches long, but on the underside it only goes to 3 inches, So they can still potty.
I'm not sure what you meant by Chest Measurements. From Arm to Arm there is about 1.5 inches. The whole bottom side, from side to side is 3 inches.
