The thing is you have to make your leaving as uneventful as possible put him in another room with his favorite chew toy, one idea is to freeze a toy they will play with that for hours. While your dog is playing leave or if he is looking at you to play with him ignore him do your hair talk on the phone pay him no attention until you notice him not paying attention to you i.e he is playing with a toy. Then you leave the room as soon as he makes a whining noise distract him with the door close, shh him, make a hey sound, whatever works for you. Keep doing that as soon as he makes a noise and he will stop whining. Once he's quiet let him out and play with him, give him kisses, belly rubs etc, then repeat. The point of this is that your leaving is not important it is your return that he should be excited about.

Another thing is even if your dog uses wee wee pads you should walk him before you go to work. When he wakes up don't feed him let him drink water of course then take him for a 30 minute walk, he will be so happy and tired and hungry when he gets home.
