I would never do that to a dog that has itches. She obviously needs to find out what is causing the itching. I can't imagine someone tying up my hands if I had a skin condition that itched like mad.
Dog would go fruit cake doing something like that.
If the skin is itchy and has an odour, it could be from allergies and it could be a sebhorrea or even a bacteria causing the problems.
