I would take her in to your vet and have her checked for a possible infection. She may be coming into heat but if there are no signs such as swelling, it is unlikely.
A male will exhibit this behaviour if there is an infection, either pyometria which is an infection of the uterus, or a bladder infection. The female will smell different so the male thinks she is in heat even if she isn't.
This can be serious especially if it is a pyo, she can go down very quickly if it is.
