I personally don't use pee pads, but here's a tip you might try.

Take a clean pad and pick up a piece of feces with it (then discard the feces). A bit of the smell will linger on the pad. You might also dab a tiny bit of urine on it. That way, he'll have a clearer idea of what the pad is for.
