Start by taking him to the pad first thing in the morning. Put him on it and tell him to "go potty" and don't let him leave it until he goes. When he does go, reward and praise him. Until he gets more trained to go on the pad, you will have to put him on the pad and wait there to make sure he goes on the pad and does not wander off. After he goes on the pad a few times, you can start by looking for signs that he has to go and then lead him over to the pad so that he will learn by himself that if he has to go potty he has to go on the pad. It takes some time but once they learn it they do pretty good.
