I flew with Simba from San Francisco to Germany in this carrier:

What I did was to call the airline (in my case Delta) to ask which size of pet carrier is allowed, they all have about the same guidelines (sorry, I don't remember what they said)
Make sure that you are allowed to take Rocky with you on the flight, I would suggest that you check with the airline itself instead of relying on what orbitz, travelocity, etc. tells you.
Even though you will take Rocky as a carry-on, you will still have to pay an extra fee for him.
