My heart goes out to you on the loss of your puppy..Sadly that is one of the problems with dealing with brokers. MOST do get their pups from puppy mills.That is how they make their money, buy cheap pups and sell them at a profit.
I personally strongly believe that the safest way to get a puppy is to go to the YTCA website and look for a breeder in your area. They do have strict rules governing their members and you can be assured of either finding a reputable breeder in your area or finding one that knows of a breeder that has puppies. Good luck to you.
As far as finding out about brokers /puppy mills I am just not sure if there is a foolproof way.
