Here is the response I received:

I have been told by the animal control officer that this little male is a biter. I have to bring him home to see if he is really aggressive or just scared. We cannot adopt out a dog that is aggressive or who bites.

Also, you live in Texas? Would you be willing to drive to Arkansas to pick up the dog if he is adoptable?

Of course I replied that I would absolutely make the trip to get him. But I am wondering why is this person taking him home? Any thought?
