What a good point ! I agree - the laws are SO screwed up ...not only do they not get fined - but the investigations take forever.
How freaking hard is it to do a walk thru and see how dogs are being neglected ? How many people have to complain before something actually gets done ? How many Dogs have to die before someone acts ?
These coldhearted greedy jerks have so many people after them - it just Screams .....Shut them down !
