She is still really young. You just need to watch her like a hawk and punish her (DO NOT hit her...simply tell her NO in a stern voice and take her outside immediately!) when you see her pottying in the house. It is really your responsibility to watch her. She is never going to learn if you let her run all over unsupervised.
