In either case, whether it was a pup who would pee and not poop on the pad or a pup who would poop and not peed on the pad, here is what I'd do.

If it's poop you're having trouble with, pick up a bit of old poop with the pad that you want him/her to use and then discard the poop. That way, a little of the smell remains on the pad. Likewise with pee, dab just a little bit of pee on it and then lay the pad down for pup to use.

Good luck! I personally haven't pee pad trained, but I've read of many others having success this way.
