Mine use the pee pads as well. I work and I cannot make it home to take them out so we decided that the pads was the best way to go. My babies are now 5 & 4 months old and are 100% pee pad trained.

Start by walking him to the pad and telling him go potty or whatever word you want to use. Just stick to the same word all the time. When he goes on the pad make sure you praise him and give him a treat so he can identify that potty on the pad is a good thing and that's where he needs to go. You need to keep your eyes on him at all times and when you noticed that he looks like he has to go potty walk him to the pad...but remember not to carry him...we need to make sure he learns his way to the pad. I used to walk mine to the pad every 30 mins until they learned and it didn't take long.
