 also in New England...
and i use puppy pads - snickers has never gone outside so i am unsure how to make that transition but i put the litter box down w/the pee pads and praised her like crazy (even treating) when she went on the pads
they have a scent (i dont smell it but i guess they do) that draws them to go there anyway
