you know my vet told me to make sure that thier food is nowhere near where they go or else they won't go. my friend was having the same problem with her dog and after i told her to really seperate thier food from where they go, she did it and it worked now her dog always goes on his pepe pads. she put his food in her kitchen and the pads in the living room, so she can monitor him. so maybe this is something you can try. hope this helps.
