I would put Sam in an x-pen for a while to let your two older babies get used to him. They have to feel like they are still running the household, not the new guy. You can't force the relationship, so that would be the best way to let them sniff each other out and establish the dominance. It will probably let the little guy know that he is NOT the boss. My little one loves other dogs but she can be somewhat freaked out by puppies, I think because of their size. When my friend and fellow YT member Jen, got Tia, Coco would just move away from her. I think it was hard for her to realize there are things smaller than her out there. But eventually they started playing. I bet in no time Sam and Scooter will be friends, you just have to let them decide who's the boss
