I have found that it is quite normal for them to weigh more than they say. I don't know if they are purposely lying or what, but I always take a scale with me. Mine is a simple food scale with a bowl on top that goes to 7 pounds and costs under $10.00 at Walmart or Target. It's great for puppies, but I can also weigh my adults in it.
