They are not using the term "culling" meaning to kill.

The first or main meaning for this word means to take or remove from a group -

You could cull the best apples from the tree to take home.

You could cull some cows from a herd to put into another pasture.

You could cull the Yorkies from a group that you feel should be sold as "pets" and not as "show quality."

Actually - the way the word "cull" is used above is the way I have always used it. (I have very rarely heard it used meaning "to kill" .... it just isn't used this way often... I have only heard it used by Wildlife Management programs trying to regulate populations of wildlife, etc.....especially deer.)

Remember - when you look up a word in the dictionary -- there are often several different meanings...
