I agree with everyone. It just takes time. If you cannot make her stop while in the act by saying "No!" then try making a loud noise to distract her. Bang on the counter or hit a large pot with a spoon and tell her "No." Maybe that will get her attention. It has worked for me. Good luck, potty training can be frustrating.
