Gosh no trimming doesn't make it grow or not grow. Keeping it clean as you are is very important for hair growth. Keeping it mat free also helps as you lose coat when you have to demat. And of course, use a good conditioner after shampooing.
You didn't mention what kind of coat he has? Is it a silk coat which I would assume it is as soft coats will usually grow very quickly.
Different dogs will grow coat at different rates, some are fast growing some are slower.
