I use the cloth pads that they use on the hospital beds. This way even after they are washed the dog can still smell their urine on the pad ( you won't be able to) and they will use it .

Hope this works for you...Yorkies are not known to be the easiest breed to housebreak...Sadie is 2 1/2 yrs old and STILL isn't fully trained..I agree...it can be discouraging but I love her and am being patient.
