I am not sure about the belly band situation, but as far as having to chase him to take him out I wouldn't do it. He might think that you chasing him is a game, and continue to run. Try offering him a treat and calling him to you. Then get the harness out. Hope this helps. Potty training can be a real challenge, good luck!
