Interesting as this is not the case in my area. In fact, there seems to be a trend likely with the situation of overvaccination issues that many training places do not require annual vacc's or bordetella. No grooming shop here in my area requires anything except the dog. We are only required to have rabies if we are travelling with the dog between US and Canada.
