Josies mom - IF you can - Tell them to PLEASE CALL THE LOCAL POLICE - they can meet them at the house they think she's in. This is Theft and you are entitled to get her back without it getting really nasty. But I swear - it would be so hard for me too not to knock them into next week once I had my dog back too.
Kona's mom - that was So cool of you to offer to help. In cases like this - sometimes the more involved the better - I hope there are enough people that intimidation works and they give up the dog without a hassle.
