We did crate training and it works, but it does take a while. Loki was totally crate trained (meaning no accidents in the crate, as long as we didn't leave him too long) by about 6 months old. He was totally housetrained by a year. We had some setbacks like medical issues and stuff but we stuck through it.
You will have accidents in the crate. You can cut down on them by letting her out OFTEN. I mean like every 15 mins. She is probably not emptying her bladder each time if she is just squatting to get a treat. Plus, they really can't hold it. That all comes with maturity. Right now, just treat her like a potty training toddler and have her "try" every 15 mins
I would definately eliminate the pen and use the crate. You can give her more freedom after you are sure she is empty (try going on a little walk, let her pee in every yard, she'll be empty!) Then back in the crate and start over. Yes, it's a royal pain. But it only lasts a couple months and then once your dog is housetrained you don't have to worry about it!!!
