Different lines. the Biewer is a German line and the Parti is American. They both came about from breeding two traditional yorkies that each carried the parti gene, which can produce a tri colored puppy.

Some yorkie breeders including the Yorkshire Terrier club of America, doesn't believe in reproducing these tri colored dogs, because they do not look like the Standard set for the yorkie. However they have been accepted by the AKC, but not for conformation, mainly because there just arent enough of them and all of them are very closely related.
