People like that are such @&#^@*#^*!&(#$&*'s!!! My neighbors are the same way and now they have what looks like a 12 wks or so old chow chow puppy tied on a chain, no water, no food, no shade.. *#@$#&@&$^#& Oh and I totally support your stealing tactics. Especially if they are AWFUL enough to let that poor baby loose and keep him tied up he DEFINATELY deserves to be stolen.. aka RESCUED!!! Good luck! Keep us updated!
