That poor dog ! I don't understand people at all. There is a few things you can do - report them for leaving him outside with no water ....or maybe be on the lookout in case he 'accidentally' gets loose again
....but it sure doesn't sound like a good situation for the little guy
that's horrible to leave any dog without water... EVER.
