This is a great idea in case you plan on moving. The smell and feel of the place dogs do their thing is very important to them. If he gets used to grass now, it will be easy to transition to a yard later!

If that's too much maintnance, try mulch. Loki will pee in the mulch if there is no grass available (like in a parking lot). At least that's also something you only find outside and he won't mistake the bath mat for it :-)
