Although puppies are so cute, this is something that needs to be taken care of immediately. Though it could be a phase, this could also be behavior that remains if not taken care of. When she snarls, bites, growls, put her on time out. Then take her out when she's calm. Try to pet her, if she shows the same behavior, put her back in her time out spot, until she is friendlier. You have to have a lot of patience. She may be going in and out of time out several times a day. As long as you are patient and consistent, she will get better. Good luck
