I think patience is all that works. Maddie was very much that way at first and she is now getting much better. When she sits and won't move I simply wait for her to come my way. When she does I praise her. When she pulls I give the leash a quit little snap (not enough to move her just enough to get her attention) and say "No Pull!" I never let her lead. If she starts going another way I change my direction to get her to come to me.
In only a few days she's a lot better now. I think a lot of it is getting used to a leash in the first place, then its an obedience thing.
