Default At what age does training really count?

I want to teach Luna all the basics like sit, stay, come... but I wanted to know when is the best time for her to learn them and most importantly retain them. I've heard that a dog's brain doesn't stop developping till after 12 weeks or a little more, meaning that they will learn best after then... but I'm not to sure?

So far, I've only been strict with the no biting and housebreaking. She's been pretty on target with going pee every time we walk her. I really think if she does have accidents inside it's completely human error since she would probably need to be walked more since she can't really hold it in yet. So, I started walking her every hour yesterday and we managed to only have one pee and one poo inside, and that was because we skipped those hours. Do you think she is learning to go every hour? Who knows...? lol... ok ok I will stop here before I keep going... lol
