I would call your local animal welfare or spca to report the awful conditions. And also flood your state and US legislators with phone calls and letters demanding legislation banning mills but also demanding that any business who sell puppies must give proper care.
As for ever getting rid of pet stores completely I just think that it won't happen. Unfortunately there are too many people who get caught up in the "Oh look at the cute puppies" and they also think that buying from a pet store is saving that one puppy instead of realizing that they are adding to the problem. My own mother who has been informed about the mill problem a zillion times will still come home from the Amish farmer's market and tell me how many cute yorkies they have for sale for $100! It's so frustrating!
