If your little one isn't getting the pee pad thing, I would just stick it out 2 more weeks until he is 12 weeks old then start teaching him to go potty outside. I don't want to tell you to go against what your vet has told you, but I've been taking mine outside to potty since they were 7 weeks old with no problems.
