Use thinning shears with blunt ends. The blunt ends are safer and less likely to poke an eye. Cutting the fur with thinners will look more natural. Let the puppy see them, sniff them...hold them against his face without trying to cut anything for a few seconds. You may want to start with just laying your finger in place of the sissors first. Be very calm and reassure the puppy. Once he realizes the sissors aren't hurting him he should calm down and you should be able to snip a few hairs at a time. Even if you don't manage to actually snip any hairs the first time just go thru the motions and praise the puppy when he holds still with the sissors on/near his face. You and your puppy will get used to trimming the hair near his eyes in no time.
