You would have to check with your county or city to see how many dogs you are allowed to have before you would be required to get a kennel license. In order to get a kennel license you would have to meet the requirements set by the Dept of Agriculture. They are the ones that require separate housing etc.
My guess is that most breeders don't get a license. The catchin comes before the hangin. Also, if they were to get licensed, they would not have to use a separate facility, chances are the Dept of Ag is not going to reinspect unless they get a complaint.
