These harnesses are called Puppia Step-In Harness vests. The pattern that Hobbs has (stripes) is called the Tinkerbell 2. It comes in blue or pink. Hootie's pattern (flowers) is called the Orion 2. It also comes in pink and blue.

They didn't have the blue Tinkerbell 2 in Hobbs size, so I had to order it from here:
