What I've read has suggested that marking accidents should be treated like any other break in toilet training.

Go back to the beginning. Take him to the appropriate place regularly and treat/praise heavily when he gets it right. Keep an eagle eye on him to make sure he doesn't have accidents in the house. When you can't watch him, keep him contained where he can't do too much damage.

Belly bands will protect your house but won't teach him the correct place to potty.

Personally, I wouldn't switch at this point to pee pads. I think it would confuse the issue. "I've been sneak-peeing inside and all the sudden Mom wants me to pee inside? Great - now I can go wherever & whenever I want".
