As previously suggested, it is also a good idea to take some of his poop outside and leave it there. When you want him to go, lead him to the old poop. Dogs often stimulate themselves to defecate by smelling old feces.

I was just going to suggest a tether! If you are watching VERY closely they will start to sniff and squat and usually you can startle them and they will stop long enough to scoot them outside to finish.
